Because the building was Northern Kentucky's first hospital and the original location of St. Elizabeth. The capital of Northern Kentucky may drop out of the top 5 most populous Kentucky cities. That was news Tuesday night at The Carnegie during an academic lecture featuring a veritable who's-who among the... municipal merger circuit? More on this seemingly unprovoked examination of whether Covington should merge with Kenton County or if Kenton County should merge with Campbell and Boone Counties or whether Erlanger should do police dispatch for the entire Eastern time zone, or something, coming up at the bottom of this post. There will be a test. No, seriously, there was a test at the end, I took it, and you should have to take it, too. Plus, Butch Callery was there!

FIREFIGHTERS UNION TAKES MESSAGE TO FIRE TRUCK

A less muddled message was blasted on the front of a fire truck outside the Carnegie following the lecture. Local 38, the Covington firefighter union, has already made their opposition known to the recent move by the city to reduce staff per shift from 30 to 27. Local 38 alleges that that is a breach of contract. The city disagreed. The situation led to a court hearing. Monday, union secretary/treasurer Mike Clendenen wrote on The River City News Facebook wall an open letter to the citizens of Covington, promising that the union "will fight to the end".

FAKE FACEBOOK PROFILE MOCKS CITY MANAGER, COMMISSIONERS

From Facebook profile of "Larry Decline". Get it?

The operator of an apparently fake profile on Facebook also has some harsh words for City Manager Larry Klein and Commissioners Steve Frank and Steve Casper. Its name is "Larry Decline", get it? The juvenile page compares Casper to Boss Hogg from Dukes of Hazard, features a mock-up of a Frank campaign flyer that includes his DUI mugshot, and claims to work for a company called "assholes". The operator also writes such prose as:
"At least Casper had enough sense to take down all of his campaign bullshit and yes he did cry again. I don't mind a guy being in touch with his emotional side, but my lord man up just a little. Is there a foo foo juice fountain in The Ascent that you guys bathe in together or what?"
This may be a modern way to vent frustration, but it's not a good way to keep dialogue civil or a way to keep citizens on your side. Reminds me of a time when puiblic employees thought Commissioner Frank was behaving badly on Facebook. Speaking of, let's see if Steve Frank has improved his social networking skills...

FRANK'S FACEBOOK COMMENTS GET PICKED UP BY ENQUIRER

Facebook diarrhea is a serious problem in Covington.
 Of course not! Frank proclaimed on his personal Facebook page that he wants to "go Taliban"  on the Occupy Cincinnati protesters and that he is proud to be something called a 1%-er. The comment was  picked up by the Cincinnati Enquirer, and we're not talking Mike Rutledge, here, the Enquirer reporter assigned to Covington. We're talking Mr. Politics Extra Carl Weiser who lumped Frank with Hamilton County Auditor/disc-jockey Dusty Rhodes who also had something assholish to say about the protests. Frank returned to Facebook to explain by telling his familair story that always begins with "I was not born with a silver spoon in my mouth" and always ends with "I will not let the unions bankrupt this city". I could have written it myself from memory. Same with Denny Bowman's recollections of the early nineties.

THOUGHTS ON POSTING INFO ON MAYORAL CANDIDATES

The effort to replace Mayor Denny Bowman is a task before the four city commissioners. The effort to inform the public on who may be the next mayor is a task before me. It was suggested to me Tuesday night by someone close to the process that the mayoral candidates being interviewed by the commissioners should remain private because that is what some potential candidates were promised. My position is that candidates would not be able to run for this office from the shadows and in secrecy, neither should they be appointed that way. So, again, here is The River City News exclusive report on candidates being considered to replace Bowman. The citizens of Covington have the right to know who is being considered, what their stories are and what their connections are. It is not the behavior of a transparent government to insist otherwise. Please keep the tips coming and I will work to confirm them: Email Michael.

AND NOW BACK TO OUR BREAKING STORY FROM THE TOP OF THE POST
Did you know that there is something called The Kenton County Government Study Group? Me neither. But there is, and it commissioned a study by UNC-Charlotte Professor Dr. Suzanne Leland who took to the Carnegie stage in an event sponsored by Northern Kentucky Forum to speak on various government mergers that she either worked on or studied. Following that, a panel consisting of NKU Professor and co-editor of The Encyclopedia of Northern Kentucky Paul Tenkotte, Crestview Hills Mayor Paul Meier, Erlanger & Taylor Mill & Edgewood (seriously) City Attorney Frank Wichmann, strategic planning consultant Luke Schmidt, and former Louisville-Jefferson County economic development director Bruce Traughber. Newsmakers host Dan Hurley moderated and fielded questions from audience members including former Covington Mayor Butch Callery, former Covington Commissioner JT Spence, and Kenton County Sheriff Chuck Korzenborn. (The question session was somewhat awkward, with the questions being written on cards and presented to Hurley, but the questioners still being beckoned to microphones that some never spoke through.) This event is why the Covington Commission's Tuesday meeting was cancelled.


Anything at the Carnegie is fun because the building is beautiful and full of history and this lecture truly was interesting with explanations on how Louisville handled its merger with Jefferson County, how Erlanger handles police duty for Crescent Springs, and especially how there was a time when Ft. Mitchell and Park Hills sought to be annexed by Covington. (Can you imagine? Other cities wanted to be Covington...)The harsh reality of today, however, was examined with a story from Hardin County and the effort there to merge Elizabethtown, Radcliffe and the county into one government. The recent expansion of Ft. Knox there helped boost Elizabethtown's population 26% to 28,000. That's smaller than Covington, the fifth largest city in Kentucky (E-town is eleventh) but following a merger, Elizabethtown would be the third largest city in Kentucky and Covington (which lost 6% of its population from 2000 - 2010) would drop out of the top 5.
There does not seem to be any immediate plans for an effort to combine Covington's or Kenton County's government with any other (though there is a quiz, so take it if you're interested) so I'm not sure what to make of the presentation. What I do know is that Covington is facing some troubling times and where some cities are working to improve their situation, ours is taking on the role of its own worst enemy. Again. Want proof? Read again every entry above this one. I've called for civility before, and hope for it still. There is light at the end of the tunnel for Covington but we have to keep walking toward it together. Cut the bullshit, please. There's a city at stake.

NKU's $53 MILLION BUILDING VIEWED BY DELL CEO
Michael Dell attended the opening of NKU's Griffin Hall, home of the new College of Informatics and also a pretty sweet piece of architecture. "You've done a fantastic job connecting students and faculty across disciplines to be best in class with technology tools and training. When I was in school, we didn't have things like a virtualization lab where students could learn about data center management, digital forensics and security. I had to build my own PCs, my own PC lab in fact - in my dorm, but that's a whole other story," Dell said. Commissioner Steve Frank said that he and his wife contributed generously to the project.

2 MORE NAMES SURFACE IN SEARCH FOR NEW COVINGTON MAYOR

2 MORE NAMES IN RUNNING FOR COVINGTON MAYOR
The River City News has confirmed that two more names are being considered by the City Commission to replace Covington Mayor Denny Bowman. That brings the total to four with one local businessman/philanthropist passing on the invitation to be considered.
 
Kudera
JIM KUDERA, Kenton Hills. He is the former interim-Mayor of Independence (in the late 1990s) where he also served on the fire board and ran for city council as recently as 2004 and served at least one term on the council. Now a resident of Covington with his wife Helen, the 75-year old is listed as retired in searches of the Kentucky election database. Kudera has been noted publicly as a Republican and past election contributions would support that. The only Covington political contribution was a $25 check from his wife to the failed reelection campaign of former Commissioner Mildred Rains in 2010. Kudera is the national chairman of the Covington-based People About Reform and works alongside its Executive Director, Steve Mullin who co-owns The Merlot Group with Covington City Commissioner Shawn Masters. According to a report from the 2000 election when Kudera was running for Independence City Council, it was noted that he was appointed to replace that city's mayor, Ike Gabbard, in 1997 when Gabbard was forced to resign or face a lawsuit from Kentucky's attorney general for a 1954 criminal conviction of receiving stolen property, according to a report in 2001 from the Cincinnati Enquirer. Another Enquirer report from 2000 when Kudera sought and won a seat on the city council, offered some insight to the local leader:
Republican. Retired from Ralston Purina Co. in 1986 as assistant national sales manager, as well as in regional sales and regional sales management; self-employed in residential rentals, agriculture and real estate. San Diego City College graduate with degree in business administration. Wife, Helen; seven children. [snip] Mayor (appointed) 1998; board chairman of Independence Fire District; secretary for advisory board of Salvation Army; member of Moon Brothers Post 275 of American Legion, former adjutant; Gideons member since 1995; Independence Christian Church board chairman, worship leader and elder.
JOHN JASPER, Latonia. If his name sounds familiar to longtime residents of Covington, it should. Jasper was named the city's first Ombudsman in June 1977 (only to be reassigned less than a year later to a city housing inspector. Covington would not have an ombudsman again until 2004 when Suzanne Gettys was hired in the role, according to a 2004 report from the Cincinnati Enquirer.) Jasper is expected before the commission in private this week.


Scheper

The pair of names join that of CHUCK SCHEPER who is believed to be the leading candidate to fulfill the remainder of Bowman's term that expires at the end of 2012. Scheper wrote the 1999 publication The Scheper Report about city hall efficiency for Covington and squabbled on occasion with leaders from the past over how to best implement some of his proposals. The Covington Business Council is on the record as supporting the idea of Scheper as mayor and awarded the business leader its Founder's Award:

"Congratulations to Bexion’s Chairman of the Board, Mr. Chuck Scheper for receiving the Covington Business Council Foundation Annual Founder’s Award. Mr. Scheper is a cancer survivor and his journey to wellness led him to become active in various causes related to cancer, including the Cancer Support Community, where he now serves as the National Board Co-Chairperson.
The Founder’s Award recognizes this and other numerous volunteer efforts. Mr. Scheper is currently a member of the Regional Stewardship Council of Northern Kentucky’s Vision 2015, Vice Chair of the Catalytic Development Funding Corporation of Northern Kentucky, and he is a member of the World President’s Organization."
Scheper is Chairman of the Board at Bexion Pharmaceuticals where Corporex Chairman Bill Butler also sits on the board.

NEW ART FOR MAINSTRASSE UNDERPASS
As part of NKU's “Nature/Sculpture” class, on October 12 at around 1 pm, Professor Steven Finke and his students will be installing their artwork at the 6th Street railroad underpass between Mainstrasse and Mutter Gottes Neighborhoods. This art and beautification installation will be up until October 17th. This installation will be installed just in time for the MainStrasse Wine Festival that will take place just down the street on the 6th Street promenade. You can check out the exhibit until October 17th. Covington City Commissioner Steve Casper notes that “We are excited that NKU art students are installing their project here in Covington and sharing their artwork with our community.”

DELAYS COMING TO HIGHWAY AVENUE
Beginning on Monday, October 17, City contractors will begin repairing the floodwall closure seal across KY 8 (Highway Avenue). Eastbound and westbound traffic will alternate on the 1 lane of traffic that will remain open during this 4-5 week construction project.

FRANK WANTS TO "GO TALIBAN" ON OCCUPIERS
Covington City Commissioner Steve Frank is the only local politician so far to weigh in on Occupy Cincinnati, the local off-shoot of Occupy Wall Street. Never one to mince words, Frank took to Facebook to say, "Turn out the lights on the Occupiers, I feel like going Taliban on them!!!" in a comment under a video of The Doors' "Turn Out The Lights" he posted to his personal page. Local activist Michael Connett posted to Facebook a link to a page called "the 99%", a term used by the occupiers to describe their view of Americans on the losing end of an allegedly unfair tax system. Frank also responded there saying, "Proud to be 1% er." On a photo posted from the Cincinnati protests, Frank called the occupiers, "dummies, stooges and fools". Wonder how he really feels...

COVINGTON OFFICERS AWARDED FOR BRAVERY, MORE
4 Covington Police Officers will be recognized by the Covington Rotary Club at the Radisson tomorrow (Tuesday) at 12:15PM. Specialists David Griswold and Brian Wells will be recognized for heroism after extinguishing a suicidal man who lit himself on fire (and nearly lit up an entire gas station). Specialist Justin Bradbury will honored with an award for community service while Lieutenant Jim Donaldson gets an administrator award.

I "ART" THE COV: 'OFF PIKE'

What a terrific sight to behold: a sunny, mild Sunday afternoon and hundreds of people enjoying the day in beautiful Downtown Covington. More than fifty talented artists set up booths along 7th Street near the Artisan Enterprise Center with photographs, paintings, sculptures and crafts for sale. In my opinion, weekends are what Covington does best. Art Off Pike was a great way to end another great Covington weekend.
