SCHOOLS HOST FOCUS GROUP ON DRUG TESTING STUDENTS WEDNESDAY

If you wish to weigh in on the current debate at Covington Independent Public Schools, consider attending this focus group about the possibility of drug-testing the district's students:

Many schools have random student drug testing programs in place. These programs randomly test students who participate in extracurricular activities such as sports and clubs, as well as students who drive to school. Court decisions have upheld the test of these categories of students. The purpose of the program is to serve as a detterent. The Covington Board of Education is currently exploring the possibility of implementing a program for students in grades 6-12. The district also is hosting a focus group meeting from 5-7 p.m. Wednesday, August 29, to hear from students, parents and the community regarding a student drug testing program. The meeting will be in the Holmes High School Cafe'. We value your opinion. Please take a few moments to answer the following questions. Thank you for your participation.

GOVERNOR REORGANIZES TECH, CAREER SCHOOLS
Governor Steve Beshear signed an executive order Tuesday that would move technical and career education under the same umbrella at the middle and high school level:

Currently, local high schools can operate career and technical programs using local and state funds. Those programs report to the Kentucky Department of Education. The state also has 53 technical centers for 123 school districts that are paid for with state funds. That career and technical program reports to the Department for Workforce Investment. The executive order moves both systems to the Kentucky Department of Education.

JOHN G. CARLISLE SCHOOL PTA HOSTS GRILL-OUT

Nearly 100 parents, students, staff and community members attended John G. Carlisle's Cubs Council PTA kickoff on Tuesday. Organizers were thrilled with the turnout. But its not too late to become a member of the PTA. Cubs Council meetings will be held the fourth Tuesday of every month at 6 p.m., usually in the school cafeteria.

The officers include President, Sande Shepherd; Secretary/Treasurer, Kerry McHugh; Vice President/Organization and Communications, Kerry Holleran; Vice President/Membership,Francisco Pabon; Vice President/Activities, Shana Lack; Vice President/Fundraising, Christi Blair.

LEADING THE WAY ON A 21ST CENTURY WATERFRONT

Something to learn from for Covington?

"Most of all, there’s a growing awareness that the great waterfronts are the ones where there’s a lot of activity in the water itself," says Stan Eckstut, EE&K's senior principal. He points to Baltimore and Sydney, where revitalization schemes didn’t end at land but extended into the water and its uses, making for busier ports with more services and more amenities.

Waterfronts attached to urban cities have evolved too far from their historic character, Eckstut says. As a result of new ideas about zoning as well as trends specific to the maritime industry, such as containerization, some urban waterfronts have fallen into disuse. But not all waterfronts need to be harbors to be successful. And certainly not all waterfronts need to be parks.

GATEWOOD GALBRAITH'S FAMILY SHOWS SUPPORT FOR MARIJUANA BILL

The legalization of marijuana for medical purposes is the focus of a bill that will be introduced in the 2013 General Assembly by State Senator Perry Clark, a Louisville Democrat. Clark was joined Thursday by members of Gatewood Galbraith's family. Galbraith was a perennial candidate for various offices in Kentucky and was a staunch supporter of legal pot. He died earlier this year:

The news conference began with a 1991 video of Gatewood Galbraith extolling the benefits of marijuana and criticizing law enforcement during a stump speech. Clark cited multiple studies that cite the beneficial use of marijuana for an assortment of conditions, including post-traumatic stress disorder, cancer, multiple sclerosis and other chronic degenerative diseases. "The concept of the prohibition of a medicine is opposed to the very freedoms that this country was once about," Clark said. "It's anathema to freedom ... this is a liberty issue."

Seventeen states and the District of Columbia have legalized marijuana for medicinal purposes. KENTUCKY WILL BENEFIT THE MOST FROM HEALTH CARE REFORM

Congratulations, Kentuckians! You live in the state that stands to benefit the most from the Patient Protection & Affordable Care Act, also known as Obamacare:

Medicaid is jointly administered between states and the federal government, and the states are given considerable leeway to set eligibility rules. Texas covers only working adults up to 26 percent of the poverty line. The poverty line for an individual is $11,170. So, you could be a single person making $4,000 a year and you can’t qualify for Medicaid. That’s part of the reason Texas has the highest uninsured rate in the nation. Massachusetts, by contrast, covers working adults up to 133 percent of the poverty line — partly due to a former governor whose name rhymes with Schmit Schmomney. It’s a big reason it has the lowest uninsured rate in the nation. The Affordable Care Act wants to make the whole country like Massachusetts. Everyone earning up to 133 percent of the poverty line, which is less than $15,000 for an individual, gets Medicaid. And the way it does that is by telling states the feds will cover 100 percent of the difference between wherever the state is now and where the law wants them to go for the first three years, and 90 percent after 2020.

Meanwhile, Kentucky Republicans are urging Governor Steve Beshear to halt the planned 2014 Medicaid expansion:

In Kentucky, more than 700,000 people receive insurance through the $6 billion program. It is Kentucky’s largest insurance provider. “Last week’s Supreme Court ruling gave the states the legal flexibility to opt out of a massive expansion of the Medicaid program,” Hoover said. “On behalf of the House Republican Caucus, I am encouraging Gov. Steve Beshear to do just that and opt out of this financially devastating expansion of Medicaid.” Kerri Richardson, a spokeswoman for Beshear, said the governor has not yet decided whether Kentucky will go ahead with the expansion. Kentucky is waiting to see how the federal government will adjust the regulations in light of the Supreme Court’s decision, Richardson said.

The City of Cincinnati and the entire region is celebrating and enjoying the arrival of the World Choir Games, but not the blowhards at the area's most listened-to radio station. In an article posted on the station's website with no author attributed and under the headline "Where are the Crowds?" with the sub-headline "World Choir Games" criticized, here is what "someone" has to say:

Backers predicted hundreds of thousands of visitors to Cincinnati for the World Choir Games, and some are wondering where the crowds are. 700WLW's Scott Sloan says he searched online for hotel rooms in Downtown Cincinnati, and found not only vacancies, but discounted rooms.

Because of increasing demand for tickets to World Choir Games events, a schedule change was made for Saturday’s Mixed Youth Choirs Open Competition. The Saturday competition scheduled for the Mayerson Theater in the School for Creative & Performing Arts will move to the Duke Energy Convention Center, Grand Ballroom B, on the third floor, and start at 9:30 a.m. It was originally scheduled for 10 a.m., as well as 11:45 a.m., 2 p.m. and 4 p.m.

WKRC REPORTER FINALLY CLEARS UP SEX OFFENDER ERROR

What an awkward, unfortunate situation for TV reporter Rich Jaffe. Via WKRC:

In early May we told you about a disturbing problem affecting one of our own here at Local 12. For almost four years, Reporter Rich Jaffe has been working with authorities to clear his name from a mistake that had a convicted sex offender's face and identity come up when law enforcement ran Rich's Social Security number. Rich, who is not a sex offender, never was, and now thanks to the efforts of multiple different agencies, will no longer appear to be one in the national computer systems. Apparently this problem pops up more frequently than anyone knew, and you can only imagine how much trouble it can cause, especially because most people will never know about it, until they get stopped by police, and then the nightmare begins.

NOT COOL, URBAN OUTFITTERS

It's great that national hipster clothing retailer Urban Outfitters is moving into a trendy location in Louisville where a Blockbuster used to be, but it's not very cool that they are taking all of the sign space. A sign visible from the road once read "Tyler Park Plaza" and featured two businesses. Now it just says "Urban Outfitters". It's particularly not cool for the coffee shop that has operated there for thirteen years:

“We were told that Urban Outfitters demanded all of the signage,” says Greg Hofer, who owns Highland Coffee Co. with his wife Natalie. “It was Tyler Park Plaza, now it’s Urban Outfitters Plaza.” Natalie and Greg Hofer hope that the lack of visibility on Bardstown Road doesn’t jeopardize what they’ve been able to build over the last 13 years. “We expect our regular customers to keep coming back, but it could potentially hurt our business with people who are new to the area,” Natalie Hofer tells LEO. “You always have to recruit new customers to come in, and often people make an impulse decision to come in once they see our sign.” The Hofers have made repeated attempts to contact Urban Outfitters to see if there is a potential for compromise on the signage, but no one from the Philadelphia-based company has responded. Not that there hasn’t been zero outreach from Urban Outfitters. They came in Highland Coffee one day with a gift … of job applications for their employees to come work next door. “They took our sign, they took our space, and now they want our employees,” says Greg Hofer. “OK, we get it, we can take a hint.”

SAN DIEGO'S JULY 4 FIREWORKS ALL GO OFF AT ONCE

Have you heard about this yet? The City of San Diego boasts of one of the largest fireworks displays in the country, but after Wednesday night, it may qualify as the least coordinated:

One of the largest Fourth of July fireworks shows in the nation was ruined in San Diego Wednesday after a glitch caused all the pyrotechnics to ignite all at once. About five minutes before the Port of San Diego’s Big Bay Boom was to begin at 9 p.m., spectators saw a brilliant display of fireworks that shot up in only 15 seconds – an incredible disappointment to hundreds of thousands of spectators who had waited for hours for the 18-minute show.

"COVINGTON IS HOT RIGHT NOW" WRITES CITYBEAT OF NEW EATERIES
Cincinnati's alternative weekly newspaper shows some love to three new Covington restaurants:

Wunderbar:
This former dive bar, close to the 12th Street exit off I-75, has a whole new air about it since they banned smoking and started serving very authentic, delicious German cuisine — and just about every morsel is made in-house. Homemade sausages, homebaked German pretzels and breads, even homemade mustards. It’s impressive. Wolf & Co. Bistro:
...is in a quiet, mid-block location that doesn’t really jump out at you, but is worth finding. The staff is gregarious, and the food is impressive. My favorite was a cup of fresh pea and mint soup topped with a dollop of freshly made ricotta cheese that could have been served in a five-star restaurant. Fresh, creative and just perfect. Whackburger: 
This burger joint promises fresh ingredients and interesting menu options, including turkey burgers and black bean burgers, with toppings like jalapeño peppers with grilled onions and mustard sauce, or fried green tomatoes with pepperjack. Much anticipated, especially by concertgoers from the Madison Theatre across the street, they’ve had a few unforeseen delays. Looking in the window, though, the space is finished. They may be whacking burgers before this edition hits the newsstands. Whackburger will in fact be whacking burgers - TONIGHT starting at 5:00PM. See you there?

The downward spiral continues for the former UK basketball player and former Commissioner of Agriculture:

First National Bank of Manchester filed a foreclosure suit last month in Franklin Circuit Court against Farmer and his wife, Rebecca Farmer. She filed for divorce in April 2011. The divorce case has not been finalized, but Rebecca Farmer's attorney, Brian Logan, told The Courier-Journal last month that Richie Farmer has agreed to be responsible for making the mortgage payments.

ENQUIRER INVESTIGATION ON CINCINNATI STREETCAR PROJECT
Companies that bid on the massive project are suing to keep those records sealed:

Two losing bidders – Brookville Equipment Corp. of Pennsylvania and United Streetcar of Oregon – have asked the Hamilton County Common Pleas Court for a temporary restraining order preventing City Hall from releasing the records to The Cincinnati Enquirer. Public disclosure of the bids, the companies argue, would expose trade secrets and place the companies at a competitive disadvantage in the future. The firm selected, CAF USA, also wrote a letter this week to City Hall objecting to the release of an unedited version of its bid.

LAWYER/RADIO HOST ERIC DETERS PROMISES TO BE BACK
He is suspended from practicing law in both Kentucky and Ohio, but the Bulldog says he'll be back:

It is public knowledge I have challenged the constitutionality of a rule before the Supreme Court related to my bar matter on due process grounds. This is the rule allowing Bar Counsel to object to my automatic reinstatement which was scheduled for April 25. I remain confident of victory in this matter. My application for reinstatement is the first of its kind based upon reasons I won’t disclose. Based on what I know about my facts, my case and the law involved, I’m optimistic and confident the Supreme Court will give me justice by granting my reinstatement. They will have to change the law to do it, but as our highest court, the Supreme Court does this all the time.

KENTON COUNTY LEADERS ANNOUNCE SUPPORT FOR WEBB-EDGINGTON

Several elected officials in Kenton County came out in support of GOP Congressional canddiate, State Rep. Alecia Webb-Edgington. From the release:

“While the most important endorsement is that of the voters, the broad coalition of support by these twenty leaders demonstrates that our message of fiscal responsibility, limited government and conservative values is gaining traction across the Fourth District. I am humbled to have the support of so many leaders, and I am grateful that they are willing to stand with me in this race.”
Clyde Middleton, Former State Senator and Former Kenton County Judge/Executive: “I am so proud to support Alecia Webb-Edgington for Congress. Alecia is a public servant who listens, considers the facts and takes action. Beshear signs unemployment insurance bill:

Governor Steve Beshear today signed House Bill 495, a measure that provides the resources to pay interest owed on the state’s federal Unemployment Insurance (UI) loan and that will save Kentucky employers $600 million in federal tax penalties.
Sponsored by Rep. Larry Clark of Louisville, HB 495 preserves unemployment insurance benefits for the state’s out-of-work families and protects a $600 million federal tax credit for businesses by approving a plan to pay interest on Kentucky’s debt to the federal government.
