KENTUCKY RECEIVES $19.2 MILLION IN NATIONAL MORTGAGE SETTLEMENT
From a news release (bold emphasis made by RCN):
Kentucky Attorney General Jack Conway announced today that his office will allocate the $19.2 million Kentucky received as part of the National Mortgage Settlement to agencies that create affordable housing, provide relief or legal assistance to homeowners facing foreclosure, redevelop foreclosed properties and reduce blight created by vacant properties. 
“I am proud to say that the money I secured on behalf of Kentucky will be going to help people and communities who were harmed by the mortgage foreclosure crisis,” General Conway said. “This settlement will provide second chances for people who’ve lost their homes, help revitalize properties that have been abandoned, and develop affordable housing in communities throughout our Commonwealth.” 
General Conway made the announcement today in Louisville. As Kentucky’s largest city, it suffered the most severe impact from the national mortgage foreclosure crisis. From 2008 through 2011, banks foreclosed on 66,997 properties in Kentucky – 16,403 of those properties are in Louisville.

“These dollars will make a real and significant impact in our distressed neighborhoods,” said Louisville Mayor Greg Fischer. “We plan to use this money to strategically invest in programs with real results.” 
Breakdown of Settlement Allocations$1.5 million to the City of Louisville. $750,000 to the city’s Vacant Abandoned Property Initiative that targets properties in Louisville that have been abandoned by foreclosing on the city liens to return them to productive use and the property tax rolls. The money is eligible for a match by the Bloomberg Foundation. $500,000 to the Targeted Demolition Program that addresses the problem of blight by removing deteriorated structures that have been abandoned. $250,000 to the Affordable Housing Trust Fund, which provides grants to organizations dedicated to creating or preserving affordable housing for low and moderate-income families. 
$7.5 million to the Kentucky Housing Corporation (KHC). $3 million to the NeighborWorks Alliance, which will leverage matching grants for an additional $7.5 million. Funds will be provided to federally-supported housing programs that cover all of Kentucky’s 120 counties to assist with purchase and rehabilitation of existing properties, purchase and rehabilitation of affordable rental properties, and purchase of mortgages to restructure payment in an effort to allow homeowners to retain properties. 
$3 million to establish a down payment pool and closing cost assistance pool for owners who want to purchase vacant or foreclosed properties. $1.5 million to the Homeownership Protection Center, which will fund 19 Kentucky Housing Corporation approved counseling agencies that provide foreclosure prevention and pre-purchase counseling. 
$250,000 to each of the four regional Legal Aid centers in Kentucky. Money will be used to assist homeowners who are going through the foreclosure process or seeking to avoid foreclosure. 
$4 million to update the Kentucky All Schedule Prescription Electronic Reporting Program. Money will be used to enhance software to ensure compliance with House Bill 1, Kentucky’s newly enacted prescription drug abuse law. 
$5 million to the Office of the Attorney General to assist consumers and investigate mortgage and securities issues. This includes potential litigation regarding MERS involvement in wrongful foreclosures. 
$150,000 to the Cabinet for Health and Family Services. Funds will provide lead abatement through the Division of Public Health. 
“We appreciate General Conway allocating a significant portion for housing programs that will help stabilize communities, stimulate home purchases and assist Kentucky families at risk of foreclosure,” said KHC Chief Executive Officer Richard L. McQuady. 
In addition to providing guidance on how the funds should be spent, to ensure accountability, the organizations must report to the Office of the Attorney General every month on how the settlement dollars are actually being spent. “I am pleased our office identified agencies that can match our settlement dollars with other grants to maximize the potential assistance to our friends and neighbors,” said General Conway. “This settlement is going to help the people of Kentucky and our communities that have all been touched by this foreclosure crisis.” 
Mortgage Settlement History 
Forty nine state attorneys general reached the settlement with the nation’s five largest banks in March of 2012. In addition to the $19.2 million, Kentucky also received $38.7 million that will be allocated by the administrator of the settlement to consumers who qualify for refinancing, loan write downs, debt restructuring and/or payments of up to $2,000. 
The five banks included in the settlement are: Bank of America, JP Morgan Chase, Wells Fargo, Citi, and Ally/GMAC. In order for consumers to receive direct assistance from this portion of the settlement, they must have a mortgage that is or was held by one of these banks.

A website has been established to provide consumers with information about the settlement at www.NationalMortgageSettlement.com . Banks will also be directly contacting consumers who qualify for payments or assistance. If consumers have questions, they may call:

CONSERVATIVE GROUP CRITICIZES UofL OVER CHICK-FIL-A DECISION
The University of Louisville's president and provost have both vowed not to eat the campus Chick-fil-A following remarks by that company's CEO against marriage equality for gays. The Family Foundation is not amused by the academics' decision:

"If James Ramsey and U of L have no use for a private business that supports traditional marriage, then they have no business asking for funds from taxpayers in a state whose voters approved by a 75 percent margin a 2004 constitutional amendment saying virtually the same thing," said Martin Cothran, a senior policy analyst for the Family Foundation. 
Trying to remove the restaurant because of Cathy's stance on traditional marriage is "simply Orwellian," said Cothran, referring to George Orwell's novel 1984.
"It's 2012 almost everywhere else," Cothran said, "but at U of L it seems to be 1984."

UPDATE: The River City News spoke with Covington City Manager Larry Klein about new developments possibly involving the Waterfront restaurant moving to Covington Landing. "I think the project is coming along to a conclusion soon but there is no announcement planned or any decision made by the Commission," Klein said. "We have preliminary recommendations from staff for the City Commission and hope to take that up in the next thirty days but nothing like that will be announced on Friday."

JEFF RUBY: UPDATE FRIDAY ABOUT WATERFRONT AT COVINGTON LANDING
The Cincinnati-based restaurateur spoke with the Business Courier about the recent failure of his Walnut Street Grill, but at the end of the piece, this was mentioned:
As for Ruby, he will focus on getting The Waterfront reopened and opening a Jeff Ruby’s steakhouse in Lexington. He said he should have an update this Friday about opening The Waterfront at Covington Landing.“My stable is not big enough to hold all these horses,” Ruby said.
The Waterfront has been closed since breaking loose from its mooring earlier this year and since then Ruby has been waiting for tax incentives to reopen his floating restaurant and has on occasion disparaged the City of Covington. The River City News is working to get more information on this development.

SOMEONE STOLE A CASH REGISTER DRAWER FROM CORK N BOTTLE
Cork N Bottle, a Covington liquor store, was ripped off on June 5. Surveillance video captured the suspect stealing a drawer from the cash register that was left on the counter. Covington Police say he got away with $600 and rode off as a passenger in a Jeep with Ohio plates. Recognize him? Call Covington Police at 859 292 2222 or Crimestoppers at 513 352 3040.

COVINGTON RANKS LOW IN HOUSEHOLDS WITH $100,000 OR MORE IN INCOME
The latest figures from the US Census Bureau break down more than 9,400 census-designated places (cities, and the like) and have a searchable database that allows you to look at cities in each state. There are 138 places in Kentucky counted and Covington ranks 73 in the number of households with $100,000 in annual income. Of 17,445 households in Covington, 1,616, or 9.26%, reach six-figures in annual income. Nationally, Covington is ranked 6,889 out of 9,423. The rankings are based on percentage of households with over $100,000 in annual income.

WOULD BURYING POWER LINES STOP POWER OUTAGES?
After millions of Americans lost power in the past week, including tens of thousands in Northern Kentucky/Greater Cincinnati, burying power lines may be worth a look: 
The winds may howl. The trees may fall. But in Germany, the lights stay on.
There's no Teutonic engineering magic to this impressive record. It's achieved by a very simple decision: Germany buries almost all of its low-voltage and medium-voltage power lines, the lines that serve individual homes and apartments. Americans could do the same. They have chosen not to.
The choice has been made for reasons of cost. The industry rule of thumb is that it costs about 10 times as much to bury wire as to string wire overhead: up to $1 million per mile, industry representatives claim. Since American cities are much less dense than European ones, there would be a lot more wire to string to serve a U.S. population than a European one.

DEBATING THE LOCAL FOOD MOVEMENT
Community gardens are increasingly popular, with several popping up in Covington in recent years and possibly more on the way. But there is an argument against local food: 
A libertarian-leaning academic with a thick French-Canadian accent, Desrochers was in Washington, D.C., last week to present the book to what has undoubtedly been one of his friendlier audiences thus far, at the libertarian Cato Institute. He is particularly bemused by the notion that anyone would try to produce local food "when it makes no economic sense," when we have developed over the course of centuries an international and increasingly efficient system for feeding the world affordable bananas and blueberries and lamb year-round. Locavores – and their kind have popped up throughout history – have traditionally championed local food, he says, for no reason other than that it’s local.

"Over the last few years, the local food movement has become something more," he then warns the Cato crowd. "In a way it’s also a rebellion against globalization, against big agri-business, against the way food is produced."
Several dozen heads nod in assent. To this crowd, locavores aren’t mere silly liberals. They’re a menace.

ROEBLING MUSEUM CELEBRATES 75TH YEAR OF GOLDEN GATE BRIDGE
Did you know there is a Roebling Museum? Well, there is. It celebrated this week the 75th birthday of the Golden Gate Bridge in San Francisco: 
It’s been 75 years since the completion of the bridge, which was made with cables developed and patented by the John A. Roebling’s Sons Co., the driving force behind the township’s industrial history.
The story behind those numbers and the steel mill family that made the mammoth feat possible is highlighted in a new Roebling Museum exhibit that runs through Dec. 31.
Last Saturday, the grand opening of “Spinning Gold: The Roebling Company and the Golden Gate Bridge” drew a crowd of 160, including 70 members of the Roebling family descendants who traveled from across the nation and England for the event. The museum is a partner in nationwide 75th anniversary celebrations spearheaded by the Golden Gate National Parks Conservancy.

University of Cincinnati Graduate Joseph Baermann Strauss was the Chief Engineer on the Golden Gate Bridge. He was influenced by the Roebling Suspension Bridge and used the Roebling Comapny for the Wire Cable.

HERE'S A STORY ABOUT A GREAT DAY:
A 72-year old Indiana man sunk a hole in one on the golf course and then bowled a perfect game of 300 all in the span of two days:
Whatever the odds, Terre Haute resident Sherm "Big Daddy" Wilkins, as he is affectionately known, defied those odds by accomplishing both feats recently.
On Father's Day, Wilkins recorded his first-ever hole-in-one using an 8-iron on the 105-yard No. 7 hole at Mark's Par Three. The very next night, he rolled the fifth 300 game in his lengthy bowling career during league play at Vigo Bowl.
Superstitious is he? Not really. The perfect game was his first in the past 13 years.

COMMISSION CANDIDATE CHUCK EILERMAN PICKS UP MORE CASH
The first-time candidate received campaign contributions from the American Federation of State, County, and Municipal Employees (AFSCME) federal PAC based in Washington, DC worth $500 and a $200 contribution from Kenton County Coroner David Suetholz. No other candidates have posted new information on their campaign finance reports (either a 15-day pre-election filing, or any financial information at all), though mayoral candidates Sherry Carran and Steve Casper are reporting some spending, though no contributions. Casper reports expenses of $250 while Carran reports more than $5,000 spent.

JACOB PRICE MEMORIAL GARDEN TO BE DISCUSSED TODAY
The residents of Covington's Eastside neighborhood are excited about the new River's Edge at Eastside Pointe housing development but want a memorial to what was on the site for seventy years prior: the Jacob Price housing project. Today at 5:00PM inside the lower conference room at the Housing Authority of Covington a meeting will take place in which the Jacob Price Memorial Garden will be discussed.

POLL: MAJORITY OF KENTUCKIANS FAVOR STATEWIDE SMOKING BAN
The Foundation for a Healthy Kentucky finds that:
54 percent of Kentuckians would approve an indoor statewide smoking ban.(snip)Support for a statewide ban was strongest in the Greater Lexington region where 61 percent of those polled were in favor. The lowest approval came from Western Kentucky, where poll respondents were split 51-49 percent in favor of a ban.

FRIDAY NIGHT FOOTBALL FINALLY COMING TO COVINGTON CATHOLIC?
Looks like it: 

A proposed zoning change could bring Friday night football to Covington Catholic High School. It is the only school in Northern Kentucky that doesn't have lights on its football field. Under the new ordinance, the school would be permitted to install lights around the field with some limitations.

TRASH FOUND BURIED IN KENTUCKY CEMETERY
Turns out that bodies were not the only things underground at a Harrodsburg cemetery: 
City Commissioner Marvin Isham says the EPA began digging in the Spring Hill Cemetery after oil bubbled up during flooding. He says he and an EPA representative discovered dozens of old tires, scrap metal, fencing and even car parts buried deep underground while searching for a buried barrel reportedly the source of the oil. He says some of the items date back to 2007.

INFANT'S DEATH INVESTIGATED BY COVINGTON POLICE
Wednesday morning, Covington police and fire crews responded to Lockwood Street in Mainstrasse and reported that a six-week old baby was dead inside a home. That child's death is currently under investigation. So far there are no charges in the case. This story will be updated.

MAYORAL CANDIDATE DARA MCDOWELL CONTINUES DEBATE ON FACEBOOK
Since speaking with The River City News and declaring that her top campaign priorities in her bid to be elected Covington's mayor would be morality, combating the "homosexual agenda", and promoting tourism, Dara McDowell has continued to engage in debate on The River City News Facebook page. Some of her positions expressed in what has become a lengthy thread: 
My point is that we don't want to say "Hey kids, let's all sin! Sin is good!" I don't want to say that. I do want to accept people as they are however. There is a difference between being "accepting" of people and "promoting" a sinful lifestyle. We don't see those committing adultery wanting to have a parade proclaiming it's good to fornicate (have sex outside of marriage). People do have sex outside of marriage but don't go parading that around for kids to emulate.
And: 
For the record, I am not judging. I have fornicated, and I have been homosexual. I'm just saying that we don't want to lead children into such temptation; and then tell them that it is a good thing for them to do such things, when we know that it's not. 
And: 
If you read the history of Corinth, you will see that most church attenders were formerly sexually immoral... including homosexual. However, once they embraced Christ, they were set free from all of that sin. 
And just today: 
It is not fair to silence a person, just because he will not submit to what you are loudly shouting. I aborted two of my children. Today, I am mad at those officials for silencing the voices of those who tried to explain to me that I was taking a life. I would give anything to have my two dead children back who were aborted due to "the silencing" of truth. I feel in my heart that I am speaking the truth about homosexuality.

DEMOCRAT BILL ADKINS PICKS UP 2 MORE ENDORSEMENTS IN KY-4 RACE
Williamstown attorney Bill Adkins scored two more endorsements in the Democratic primary to represent Northern Kentucky in Congress: 
The Bill Adkins for Congress campaign announced today that Bill Adkins has received the endorsement of the United Auto Workers and The International
Brotherhood of Electrical Workers Local 369, both based in Louisville, Kentucky. The newly drawn 4th Congressional District now encompasses southeastern Jefferson County.
“I am honored to have the opportunity to represent hardworking Kentuckians who
are the backbone and heart of our economy and our society,” says Bill Adkins. “My
grandfather and my father were both union members. I am honored to have the support of the UAW and IBEW. There has never been a time that it is more important to stand up for the rights of working Americans. We must defend the middle class and the working poor who suffer most in times of economic strife against those who would have us pursue the same failed fiscal policies that caused our current crisis and expect a different result.”
Adkins believes “class warfare and balancing the budget at the expense of those least able to afford it, children, seniors and the poor, is morally wrong."

10-YEAR PLANS LAID OUT FOR REVAMPED KENTUCKY AMUSEMENT PARK
The new owners of Bluegrass Boardwalk, formerly known as Kentucky Kingdom, have ambitious plans for the Louisville attraction: 
  • Goal: Open Bluegrass Boardwalk in May, 2013, with revitalized rides and water park.
  • Provide: Safe, clean, friendly, fun experience for families, with “freebies” including free soft drinks, free sunscreen and free use of inner tubes.
  • First year investment: $15.6 million. Additional investments will be made by Bluegrass Boardwalk, Inc., each year to ensure steady attendance growth.
  • First year’s schedule: Open for 106 days in 2013.
  • Destination Marketing: Staff will work with area tourism entities to create and promote destination marketing programs to ensure at least 25% of attendance will be from out of state.
  • Projected Attendance Growth: 600,000 in 2013, growing to 782,864 in 2022.
  • Projected Job Creation: 25 fulltime/805 seasonal in 2013, growing to 43 and 976 in 2022.
  • Projected Payroll: $4.7 million in 2013, growing to $6.1 million in 2022.
  • Projected State Fair Board Revenue: $880,000 in 2013, growing to $1.8 million in 2022.

BUS BREAKS DOWN, GAME IS RAINED ON BUT HOLY CROSS MARCHES ON
The Indians are headed to another state tournament: 
After having a bus break down in Dry Ridge, arriving to the game late, and then playing through a constant drizzle from the second inning on, the Indians knocked off Danville, rated ninth in the state by the Kentucky High School Baseball Coaches Association, in convincing fashion, 7-1, on Wednesday night. Holy Cross is currently unranked in the state poll. 
The All A state tournament starts on Saturday, May 5.
