GOVERNOR PLACES PRICE GOUGING LAW INTO EFFECT FOLLOWING STORMS
From the Governor's office: 
After multiple tornadoes and severe storms caused heavy damage across the state, Gov. Steve Beshear today signed a consumer protection executive order at the request of Attorney General Jack Conway to implement Kentucky’s price-gouging laws statewide as of Friday, March 2.
The executive order will allow for investigation into any complaints of price gouging that may occur relative to gas, building supplies, hotels and other goods and services in the aftermath of the weekend’s storms.
“We expect damage assessments and cleanup to continue for a while, and our families need to be protected from unscrupulous vendors,” said Gov. Beshear. “With gas prices already painfully high, activating the price-gouging laws now ensures Kentuckians are protected from predatory pricing as the state recovers from this disaster.”
“I appreciate Gov. Beshear triggering the price-gouging provision,” General Conway said. “This law helps protect consumers during emergencies because it stops businesses from raising prices on things people need to weather a storm or cleanup from a natural disaster. I encourage anyone with specific information regarding possible price-gouging to email pricecomplaints@ag.ky.gov or call my Consumer Protection Hotline at 888-432-9257.”

BESHEAR WANTS ACCESS TO MEDICINE TO BE EASIER AFTER STORM
From the Governor's office: 
Gov. Beshear today signed an executive order that will allow Kentuckians displaced by the storms to get up to a 30-day supply of needed medicines from a pharmacist. This is the first time this particular executive order has been issued.
People who depend on regular supplies of maintenance medicines may have lost track of their medications in the aftermath of the storms. This order will not only allow for a temporary restoration of those drugs, but will also allow pharmacists to dispense those prescriptions from facilities outside their regular pharmacies. This order will not allow for emergency refills of controlled substances.
“Many Kentuckians depend on regular maintenance medications, like blood pressure pills, and skipping a few days could cause unnecessary hardship or possible poor health outcomes for some citizens,” said Gov. Beshear. “This order will allow people to contact a pharmacist to restore their regular medications.”
“I appreciate Gov. Beshear’s prompt attention to this matter, and his willingness to authorize pharmacists to help patients immediately,” said Dept. of Public Health Acting Commissioner Dr. Steve Davis. “So many people have already had such a terrible few days, and allowing patients to get emergency replacement medicines is a great help.”

DEATH TOLL RISES TO 19; 300 INJURED Herald-Leader

GOVERNOR BESHEAR IN PINER AS TOUR OF DEVASTATION CONTINUES
Kentucky Governor Steve Beshear is expected to assess the damage in southern Kenton County after having already been to devastated West Liberty and other communities:

Gov. Beshear will view damages in West Liberty (Morgan County), Salyersville (Magoffin County), and Piner (Kenton County) today along with Adjutant General Ed Tonini, Senator Damon Thayer, of Georgetown, and Senator Robert Stivers, of Manchester. Lt. Gov. Abramson will visit East Bernstadt in Laurel County.
More than 220 National Guard Troops have been deployed to assist Johnson, Laurel, Magoffin, Menifee and Morgan counties with storm-related damages.

The Kentucky Department of Public Health has reported a total of 17 fatalities reported to the agency by local coroners. Due to a discrepancy in reporting, the number of fatalities in Menifee has been changed. Four fatalities have been reported in Laurel County, four in Morgan County, three in Kenton County, two in Johnson County, two in Menifee County, and two in Lawrence County. Approximately 300 injuries have been reported.
Gov. Beshear declared a statewide emergency Friday to allow local officials immediate access to state resources to assist in public safety and recovery efforts. Ten counties have declared states of emergency: Bath, Campbell, Johnson, Kenton, Laurel, Lawrence, Magoffin, Pendleton, Rowan, and Trimble counties as well as the city of Paintsville.

Trained spotters and law enforcement officers throughout the state reported 13 tornadoes in Kentucky, according to Kentucky Emergency Management.

Hardest hit was the Harvesters subdivision in Crittenden and the Piner area in Kenton County. At least three people died in the Piner area in including a man and woman found who were dead in their home, said Kenton County Judge-Executive Steve Arlinghaus.

National Guard troops were deployed to Morgan County:
Governor Steve Beshear has authorized the deployment of 50 Kentucky National Guard troops and a mobile Guard unit to Morgan County to assist with storm recovery efforts. A 12-person rescue team out of Lexington will also assist in reaching storm victims in West Liberty where the downtown received heavy damage.

BRENT SPENCE BRIDGE BILL HITS KENTUCKY SENATE
State Senator Jack Westwood introduced senate bill 194 on Thursday: 
AN ACT relating to infrastructure authorities.
Amend various sections of KRS Chapter 175B to allow the formation of a bi-state infrastructure authority with the state of Ohio.
What does that mean?
He said the bill is modeled after legislation that enabled a bi-state authority in Louisville, which is using tolls to construct two Ohio River bridges with a combined price tag of $2.9 billion. Westwood is hopeful the measure will pass in the current legislative session. “I don’t think it’s particularly controversial unless it’s seen as a bill to promote tolls,” he said. “That’s certainly not my intention. I’m not a proponent at all of tolls at this stage, unless there’s no other way to get it done.”

GOVERNOR BESHEAR ORDERS FLAGS AT HALF STAFF FOR FALLEN AIRMAN
Gov. Steve Beshear has directed that flags at all state office buildings be lowered to half-staff on Monday, March 5, 2012, in honor of a Kentucky U.S. Air Force Officer who died while supporting Operation Enduring Freedom.
According to the Department of Defense, Lt. Col. John D. Loftis, 44, of Paducah, Ky., died Feb. 25 from wounds received during an attack at the Interior Ministry, Kabul, Afghanistan. He was assigned to the 866th Air Expeditionary Squadron, Kabul, Afghanistan.
Services for Lt. Col. Loftis will be held on March 5 at 10 a.m. Eastern time at Hurlburt Field U.S. Air Force Base, Fla. Gov. Beshear encourages individuals, businesses, organizations and government agencies to join in this tribute.

GEOFF DAVIS TO SPEAK AT DIXIE HEIGHTS HIGH SCHOOL TODAY

Congressman Geoff Davis will host the 2012 Academy Day at Dixie Heights High School in Edgewood this Saturday, March 3. The event invites representatives of the five U.S. Service Academies — the Naval, Air Force, Merchant Marine and Coast Guard Academies, and West Point — to meet and share information with young individuals who may be considering a service academy education.

Trinity's new rector sees a lot of similarities between Covington and his hometown, Scranton, Pennsylvania:

NEWPORT DOCTOR HITS IT BIG WITH DERBY CONTENDER
And the horse is a Northern Kentuckian, too: 
He's capable of winning. In his second start at Turfway Park, Hansen won the Kentucky Cup. A few weeks later he won the world championship for two-year-olds, the Breeder's Cup Juvenile. Hansen is a Northern Kentucky boy. He came out of mare Stormy Sunday that was bought after a $5000 claiming race at Turfway Park. "Somebody breeds a Derby winner every year. But for you to do it yourself the way he did it with a $5,000 claimer. Joe, it doesn't happen."

NKU NAMED AMONG MOST DISABILITY-FRIENDLY COLLEGES IN USA

Northern Kentucky University is named one of America's most disability-friendly colleges in a new book, "College Success for Students with Physical Disabilities," released last month.
Planning for college can be one of the biggest moments in a teen's life, but for those students with physical disabilities and chronic medical conditions the college experience can be fraught with frustration, uncertainty and lowered self-confidence. This guide, which is published by Prufrock Press Inc., seeks to provide students with the confidence, strategies and guidance they need to effectively choose a college, prepare for university life and make the most of the collegiate experience.
The guide includes the only listing of colleges in the United States that provide accommodations for students with physical disabilities that go beyond the requirements of the Americans with Disabilities Act. NKU is the only university in Greater Cincinnati included in the listing, and one of only two in Kentucky (the University of Kentucky is the other).

CONVICTED: A BENGAL IN THE MIX EDITION

Another busy week of convictions at the Kenton County Circuit Court and perhaps the most high profile case over the past several days was that of Bengals wide receiver Jerome Simpson who pleaded guilty to his marijuana charges and therefor makes it into this week's mugshot round-up:

There are more at the link below with an explanation of charges and recommended sentences from Rob Sanders's Commonwealth Attorney's office. Some have been sent away, some are awaiting sentencing, and others will get probation. Whatever they end up with, let's hope as a community that they return healthy and rehabilitated, otherwise the cycle continues.  

NATION'S FIRST INSTRUCTIONAL DESIGN ASSOCIATE DEGREE TO BE OFFERED IN COVINGTON

Tier 1 Performance Solutions is teaming with Gateway Community & Technical College to offer the first associate degree program in instructional design and learning technologies. The program will be offered exclusively at Gateway's Downtown Covington campus: 
Funded with a four-year, $4.9 million grant from the Department of Labor, the Covington business and Northern Kentucky college will teach students locally and around the nation skills including web and graphic design, web development, technical writing and project management. The two-year degree will ready students for in-demand jobs in instructional design or corporate training at companies like TiER1, which designs and implements e-learning programs for organizations including Macy’s, FedEx and General Electric. It also works with the U.S. Air Force. 
Tier 1's move from the Odd Fellows building to the RiverCenter Towers (the company was considering a move out of Covington, but was convinced to stay) and plans to expand Gateway's urban campus are vital parts of Downtown Covington's revitalization plan. A two-day celebration of old homes and all the work that goes into restoring them starts today in Bellevue. Expect to see many familiar Covington faces there too. The fun starts tonight at 6:00PM in conjunction with the monthly Shop Bellevue event on Fairfield Avenue. As you shop and dine on the newly thriving street you will meet contractors and product representatives. Then on Saturday, get your learn on as restoration professionals guide you through free special classes from 9:00AM to 1:00PM (lunch is provided at no charge) on topics ranging from historic wood window restoration, energy efficiency, paint colors, storm water management, funding historic rehab projects, picking the right contractors, roofing, doors, and HVAC for historic homes. There is a something for everyone as there will even be a place for children to go learn and create art all day. Classes are at Holy Trinity, 235 Division Street in Bellevue. As promised during the most recent Covington School Board meeting, Covington Independent Public Schools has launched its new website complete with responses to frequently asked questions and the pie chart graphics explaining where funding comes from and how it is spent. As for the much discussed cost-per-pupil issue, the School Board has listed an item on its agenda for next week's meeting titled "Per Pupil Spending Rationale".

TORNADOES POSSIBLE ACROSS THE COMMONWEALTH

TORNADOES, SEVERE WEATHER POSSIBLE TODAY
Friday is shaping up to be a potentially dangerous one: 
The most dangerous tornado risk is expected to be from middle and eastern Tennessee north across Kentucky to the Ohio River this afternoon, where a few long-track destructive tornadoes will be possible along with damaging winds and large hail.

Governor Beshear spoke with President Obama Thursday about the tornadoes that ripped through parts of Kentucky, and today Beshear warns us to be prepared:
“We experienced some significant damage in our state yesterday, but I must say on the whole, we were lucky. No one was killed in these storms in Kentucky. However, we’re closely monitoring the storm outlook for tomorrow, and it looks like we are in for another very strong line of severe weather,” said. Gov. Beshear. “I appreciate President Obama’s interest in the safety and security of our citizens, and we will work with our partners at the local level as well as the federal level to make sure our citizens get whatever help they need to recover from these storms.”

“I strongly encourage all our citizens to review their safety plan with their families tonight,” said Gov. Beshear. “Make sure your flashlights are working, you have access to a radio for safety updates, and that you have a safe place to wait out the storm. Planning is key to safety.”

In response, the conservative Restore America's Voice Foundation said it would “unleash” its 2.3 million activists to call for McConnell's resignation if he didn't retract his comments. “Leader McConnell not only is an unapologetic advocate for the complete repeal of Obamacare, he authored the repeal amendment and forced a vote on it at the beginning of this Congress,” McConnell spokesman Don Stewart told The Hill after the Restore America's Voice Foundation said he should resign his leadership post if he doesn't have “the will or the backbone to force a floor vote” on repeal.

Job well done by Covington Police K9 Coen and his handler, Specialist Mark Richardson, for the tracking and apprehension of Matthew Valdez, who was charged with Assault 2nd Degree for allegedly shooting a woman in the foot yesterday. Coen was purchased for Covington by the Kenton County Commonwealth's Attorney Office using funds seized from convicted drug dealers!

MARCH IS COLON CANCER AWARENESS MONTH
Though, it is now being shared with Severe Weather Preparedness month (see above):
Kentucky's incidence of colon cancer is the second highest in the nation and more than 20 percent higher than the national average. Kentucky also has the third-highest colon and rectal cancer death rate in the United States.
“There is good news about this disease; it is highly preventable with screening,” Gov. Beshear said.
In his budget proposal that is before the General Assembly, Gov. Beshear is seeking to fund colon cancer screening for 4,000 uninsured Kentuckians. The $1 million investment is to be matched dollar-for-dollar by the Kentucky Cancer Foundation, for a total of $2 million to be spent over the biennium.
