MAN SHOT ON SCOTT BOULEVARD THURSDAY AFTERNOON
Police were flagged down on the 1500 block of Scott Boulevard Thursday afternoon by a man who claimed to have been shot by two unknown men. The man suffered a gunshot wound to his left arm. The victim's name was not released and no arrests have been made but Covington Police will offer an update to The River City News if anything further develops.

SCHOOL BOARD MEMBER RESIGNS, MOVES OUT OF DISTRICT
Covington School Board Member Denise Varney resigns her seat and is moving her family to Fort Mitchell. "I feel it is in the best interest of my children to be somewhere else and in the best interest of my family regarding recent events."

KY SEES HIGHEST RISE IN UNEMPLOYMENT APPLICATIONS IN NATION

The Labor Department says weekly applications increased by 8,000 to a seasonally adjusted 365,000. The four-week average, a less volatile measure, fell for the sixth straight week to 365,500, the lowest since March 31.

PRIVATE EMS SERVICE SUSPENDED IN EASTERN KENTUCKY
Things aren't going well for the eastern Kentucky counties that opted for private EMS service:
Officials with the Kentucky Board of EMS say they have issued an order of temporary suspension against Questcare EMS.
Questcare has been scrutinized by some emergency management directors across the coverage area for slow response times and by former employees who say their equipment was not adequate.

"After reviewing the evidence in an investigation of Questcare EMS the Kentucky Board of Emergency Medical Services (KBEMS) Temporary Suspension Panel determined due to major deficiencies found systemwide an Order of Immediate Temporary Suspension was necessary to protect the public’s health, safety and welfare."

COVINGTON COULD DROP TO 6TH LARGEST CITY IN KY
Could there soon be yet another consolidated city-county government in the Commonwealth? A group is pushing for it in western Kentucky by launching a new website:
The website, paducahmccrackenunited.org, includes an explanation of the Charter County Government document. All registered McCracken County voters will be able to vote on the issue in the general election on Nov. 6.

The organization says the website gives the community access to information about the proposed merger. It features a video and several articles about other communities with merged governments.

According to the newly launched website a merger between Paducah and McCracken County will be voted on in November and if approved would make the city Kentucky's third largest (a jump from its current position of fifteenth largest) knocking Covington down to number six.

LOCAL OWNERSHIP MAKES CITIES HEALTHIER, WEALTHIER, WISER

A study recently published in the Cambridge Journal of Regions, Economy and Society, for example, found that people who live in communities where small, locally owned businesses are the norm are healthier than those who live in places where large corporations predominate. “We find that counties with a vibrant small-business sector have lower rates of mortality and a lower prevalence of obesity and diabetes,” conclude the study’s authors, Troy Blanchard, Charles Tolbert, and Carson Mencken.
They surmise that a high degree of local ownership improves a community’s “collective efficacy” — the capacity of its residents to act together for mutual benefit, to solve problems, and to further local goals. Previous research has identified a strong relationship between collective efficacy and population health, because high-functioning communities tend to build initiatives and infrastructure that foster healthier choices and prevent disease.

GOV BESHEAR VISITS GRAVES OF KY SOLDIERS KILLED IN FRANCE
From the Governor's office:
Governor Steve Beshear and First Lady Jane Beshear planted flags at the gravesites of fallen Kentucky service members today during a visit to Omaha Beach, the site of the American and Allied D-Day attack against Germany on June 6, 1944, during World War II.

“Today, we visited the American Cemetery at Omaha Beach with President Laurent Beauvais of Basse-Normandie Regional Council, and we participated in a wreath-laying ceremony at the memorial there. Jane and I also placed Kentucky flags at the graves of several Kentuckians,” said Gov. Beshear. “We walked the beach where thousands of Americans were killed fighting to liberate Europe. This place has special meaning to every American. Being a veteran myself, it was a very emotional moment for me as taps was played to honor the dead." 
Gov. Beshear is continuing his economic development trip, with meetings in Germany and France to showcase Kentucky’s business-friendly climate and strengthen existing ties with European companies already operating facilities in the Commonwealth. 
The Governor and First Lady are in Normandy as part of an American delegation in support of the Alltech FEI World Equestrian Games 2014, which will be held there. The delegation will meet with economic and tourism development officials in preparation for the upcoming competition.

COVINGTON POLICE INVESTIGATE HOUSE FIRE AS POSSIBLE ARSON
A home in Monte Casino is a total loss after a fire that may have been set on purpose: 
The fire destroyed the home and about 80 percent of its contents, said Lt. Col. Spike Jones, interim police chief. After the fire was extinguished firefighters called for police assistance because they believe the fire was set, Jones said.

COVINGTON CITY COMMISSION AGENDA FOR TUESDAY
On Tuesday, the Covington City Commission will meet for a legislative meeting. Note that this meeting starts at 5:00PM instead of the normal 6:00PM. On the agenda: 

  • First reading of the proposed budget ordinance for the 2012-13 fiscal year (no vote will be taken). Read about some of the details within the budget here: Long Night at City Hall Includes More Talk of Layoffs 
  • Purchase of services from Mobilcomm to narrowband the public safety communication towers ($22,858.58 from general fund)
  • Purchase of two street sweepers ($351,512 from capital improvements fund)
  • Rescinding the approval of a bid from Heitzman Construction to perform roof work on 118 and 120 East Fifteenth Street (original bid was awarded for $89,750)
  • Executing a contract with Entryway, Inc in the amount of $66,000 for the rehabilitation of a single family home in Newport (938 Hamlet Street) as part of the Home Consortium's efforts in the river cities
  • Approval of the authorization of other city employees to execute documents in the Neighborhood Stabilization Program
  • Various appointments and reappointments to city boards, and the resignation of a police dispatcher

The hearts of racing fans were broken Friday afternoon when it was announced that Derby and Preakness winner I'll Have Another had suffered an injury and would be retired, eliminating him from Saturday's Belmont Stakes, and thus, his shot at becoming the first Triple Crown winner since 1978.

GOVERNOR BESHEAR IN COVINGTON ON MONDAY
The Governor has a few events to attend in Northern Kentucky, including one in South Covington: 
After he tours the speedway improvements, Beshear will head to Kenton County to break ground on the Ky. 16 widening project. The project will finish the expansion of the road to five lanes – including the center turn lane – through Taylor Mill and Covington.

The Health & Wellness Collaborative has great news to report! During the 2011-2012 school year, 30 after school Fitness Rocks clubs were offered weekly for students in kindergarten-12th grade. Over 1,200 students attended Fitness Rocks this year and it is paying off. There has been a 6% increase in the number of students who engage in 60 or more mintues of daily physical activity, a 12% increase in the number of students with age-appropriate upper body strength and endurance and a 6% increase in the number of students consuming more fruits and vegatables. The Collaborative also hosted Family Fitness Nights at all five elementary schools, as well as on the Holmes campus this school year. These events included educational booths sponsored by local organizations as well as fitness activities for the entire family. COVINGTON KIDS MASTER LITERACY
The “five point literacy program” which began in October, was a coordinated effort to help children in Covington become better readers. For the past seven months the children have been engaged in multiple literacy activities.
Beginning with “One on one” reading, students from Holmes High School began a tutoring/reading regiment by being paired with a child who was struggling. Several times a week the students would come to the After School program and help coach and mentor the children. On days when the students were unable to make it, our After School staff would fill in as tutors.

DESTINATION: GRADUATION PROFILE
Another graduate of Holmes High School is profiled by Covington Independent Public Schools
For the past four years, Demarco Amison has traveled from his home in Boone County passing up his home school to attend Holmes High School in Covington. The daily 40-mile round trip was worth the drive, Demarco and his parents agree.
“I like the diversity at Holmes and this school offers so many programs and opportunities for students to be successful,’’ Demarco said. “And, the people here, they really care about you.’’
While at Holmes, Demarco played on the basketball team, was a member of PRIDE, a program for African American males, and took classes in the International Baccalaureate program.

“Fuddy Meers” director and AEC board member Dan Doerger explained the dark comedy is the latest effort to expand the group’s arts outreach. “Last year we performed what we called a ‘paint dance’ – ballroom dancers dancing on a canvas covered with paint – that became part of the exhibit that was showing at that time.
“This time, around, I decided to direct a full-length play. In spring Doerger, exhibit curator Katie Rentzke and the artists met to discuss the concept. That was when I discovered that Billy Simms was also a scenic designer for theater...(and) the theme of the gallery show came about as a result of this meeting.
“(Simms) was very agreeable to using his art as part of the set. The other artists were also on board.”

COVINGTON MURDER SUSPECT WAS FRAMED, SAYS NIECE
In a Kenton County Courtroom this morning, the niece of Timothy Henson who's accused of stabbing to death Jonathan Lowe in Downtown Covington, says her uncle was framed: 
But Judge Ann Ruttle found there was enough evidence against Henson to refer the case to a grand jury. The evidence includes statements from three people who claim they witnessed the killing. When Ruttle denied Henson bond, Thomas became more upset. She said while her uncle doesn’t have much money, the family owned a home they would be willing to use as collateral to bail Henson out of the county jail.
“They know he has a criminal record,” Thomas said. “They are using that against him.”

COVINGTON DEVELOPER'S PLANS FOR CINCINNATI WALGREENS NOT POPULAR
Covington-based Anchor Properties has plans for a new Walgreens in the Pleasant Ridge neighborhood of Cincinnati, but because those plans would require the destruction of long-standing, popular established businesses, neighbors and Cincinnati politicians oppose the move: 
“Does City Council really want to put a dagger in the heart of the neighborhood?” he asked while sitting at the bar of the cafe. “You take away any of these places, you kill Pleasant Ridge.”

After launching a taco wrapped in Doritos, naturally the Mexican fast food chain operated by Kentucky-based Yum! Brands attracted more upscale customers that it hopes to please: 
Introduction of the Cantina Burrito Bowl and Cantina Burrito is part of the Irvine, Calif.-based chain’s transformation as its customers increasingly look for more than a quick bite on the go, said Niccol, Taco Bell’s chief marketing and innovation officer. He credits Garcia, who will appear on Bravo’s ‘‘Top Chef Masters’’ show this summer, as the force behind the Cantina Bell menu that the chain expects to eventually expand.

From the Covington Police: 
This is a more recent picture of Carol Sue Lynn Cullom. She is still believed to have her 18-month-old son with her. We have received information that she may now be hiding in the area of City Heights. Please call police if you know of her whereabouts. We have received information that she may also be in the area of East 32nd Street in Latonia.

Police said Cullom may have been picked up at her residence by an unknown friend and may be in the Covington area of Ninth and Main streets or the Latonia Water Park area.

RIVER CITIES PRESERVATION AWARDS TO BE HANDED OUT
The 2012 River Cities Historic Preservation Awards will be handed out next Thursday, May 24 at 6:30PM inside the Sanctuary Event Center, 417 East Sixth Street, Newport: 
This annual awards ceremony acknowledges outstanding preservation projects and the efforts of citizens working to rehabilitate and restore our historic buildings. During National Preservation Month, the Ohio River cities of Covington, Newport, and Bellevue come together and celebrate our local preservation achievements. 
Covington will be well represented with six winners:
